Commitment
Novinium is committed to the highest level of industry standardization. When NEETRAC
and several of her sponsoring utilities expressed interest in a controlled experiment
to compare the post injection performance of all commercially available technologies,
Novinium supported the effort in every way. In fact, Novinium was the only global
supplier to participate, reflecting our leading commitment to transparency and standardization.
When the IEEE’s Power and Energy Society’s Insulated Conductors Committee formed
a discussion group (DG C30) and asked for a draft Rehabilitation and Rejuvenation
Guide, Novinium provided a draft guide. In fact, Novinium was the only global supplier
to provide a draft guide.
Balance
The Novinium draft Guide for Rehabilitation and Rejuvenation of Extruded Dielectric
Cable Rated 2.5 kV through 46 kV is the first of its kind. We will update it continuously
to improve its value to the circuit owners that use it. The Guide provides
a comprehensive view of all the issues to be considered when choosing a rehabilitation
technology and delivery vendor(s). Because Novinium founders had their hands in
the invention of all the commercially viable rejuvenation technologies used worldwide,
we are uniquely qualified to prepare this draft of the Guide for consideration by
the ICC working group and circuit owners worldwide. We will gladly accept criticism
from any parties interested in making a contribution to the Guide. While the deliberative
and consensus-driven process at the ICC may take years to create a Guide, this draft

Comprehensive
The Novinium draft Guide includes an extensive definition section which will help
circuit owners understand the language of rehabilitation, an overview of safety
considerations, an introduction to post-injection reliability issues, an introduction
to the technology for those inclined to understand the chemistry of rejuvenation,
and a complete model specification. Within the Guide’s annexes can be found an extensive
bibliography, a draft standard for leak-proof injection devices, and relevant FERC
and RUS rulings on the capitalization of various rejuvenation technologies.
